Morris County's GIS Section is digitizing Jefferson's Tax Maps. The GIS Section has completed nearly half of a shared services project enhancing Jefferson Township's GIS base map to include the line work and annotation necessary to comply with New Jersey Department of Treasury, Division of Taxation 2008 Valuation and Mapping Standards. Using the new and revised GIS data layers, the County is preparing an ESRI ArcView map document capable of dynamically rendering the 120 individual tax sheets.
Printed tax maps are being reviewed and certified by a licensed surveyor, and will ultimately be submitted to the NJ Division of Taxation for adoption. This pilot project represents a monumental shift whereby tax maps will be maintained using GIS software rather than CAD software, and whereby parcel maintenance and tax map maintenance will now be fully integrated into a single maintenance environment.
The resulting business process will allow for more efficient updates to future tax maps, as well as for more accurate parcel data. Morris County expects to enter into a maintenance contract with Jefferson Township to provide routine revisions to the base map and to tax sheets as future parcel boundary changes occur. This project is saving Jefferson Township significant costs that would have been paid to a consultant to update its maps. The GIS Section also benefits by having perfect parcel data for the entire municipality.
